Can a standing committee create its own separate by-laws?
Any committee is a creature of the organization and, subject to any limitations that may exist under state law, can have whatever authority is given to it by the organization. Such delegation is normally done either through provisions of the bylaws or by resolution. Committees sometimes establish their own rules of procedure but they can ultimately be overridden by the organization if not acceptable to the organization.
